    To approve the minutes of the meeting held on 2 February 2016 (enclosed).

    The meeting will be joined by Matt Johnson from Shropshire Council’s Highways and Transportation Department to discuss the proposed town centre highway and public space improvements within Shrewsbury, which forms the basis of the Shrewsbury Local Transport Plan consultation.

  • 5MATTERS ARISING

    (i) To receive notification of any Planning Enforcement within the Town Council’s area.

    (ii)  14/05176/FUL – 106 Primrose Drive, Sutton Park, Shrewsbury – Erection of a detached 3 bedroom dwelling

    To note the decision by the Inspector appointed by the Secretary of State for Communities and Local Government to dismiss the appeal by the applicant.

    STC Decision – Meeting 06.01.2015
    Shrewsbury Town Council raised no objections to this application.

    (iii) 15/04653/FUL – Land south of Millrace Cottage, Longmeadow Drive, Shrewsbury – Erection of 4No dwellings and garages

    To re-examine the planning application in the light of amended plans received.

    (iv) 16/00389/LFVPRE – Ashley’s Wine Bar, 9 Shoplatch, Shrewsbury, SY1 1HF.

    To re-examine the Premises Licence Application in the light of comments received from the applicant.

    (v) 15/04834/VAR – Subway, 3 St Marys Street, Shrewsbury, Shropshire, SY1 1DS – Variation of Condition No. 4 (opening hours) attached to planning permission 92/1028/761/74 to regularise opening hours.

    To note the amendments from the applicant in relation to the change of opening hours.

    Meeting 12.01.2016 – STC Objection
    It was understood that West Mercia Police had suggested that the separate Premises Licence application for this location be restricted to 24.00hrs, given the increasingly residential area of the town and the fact St Mary’s Street was not on the natural night-time footfall between Howards Bank and the West End. Members felt this was a reasonable time limit and should be reflected in the planning permission. Members also expressed their concerns in relation to the creeping effect of the night-time economy in residential areas of the town centre and the impact this will have on the quality of life for residents.

    (vi) 15/05389/FUL – Proposed Dwelling To The North Of Ridgebourne Road, Shrewsbury, Shropshire – Erection of one detached dwelling with Juliet balconies; detached 3-bay garage; formation of vehicular access (off Ridgebourne Road).

    To re-examine the planning application in the light of amended plans received.

    Meeting 12.01.2016 – STC Decision – Representation
    The Town Council feels that these proposals represent an over-development of the site and will have a detrimental effect on neighbouring properties along Roman Road. Members also have concerns regarding traffic issues and would like to see an element of traffic management at the junction of Ridgebourne Road and Roman Road to be included in any permissions granted.

  • 6HIGHWAY MATTERS

    To consider the following highways matters received from Shropshire Council prior to the meeting.
    (i) 14/04428/OUT – Oteley Road South Development The public path applications, made under section 257 of the Town and Country Planning Act 1990, propose the following:-
    Diversion of FP UN1 (part) Shrewsbury: divert that section of the footpath from where it emerges from the A5 underpass in the application site’s south western corner and runs north easterly across arable land to the Money Brook onto a line from the underpass following the application site’s southern boundary as far as the Money Brook then turning northerly to run alongside the water course to where it intersects with Footpath 68 and an unaffected section of Footpath UN1. This proposal will move the footpath away from what is likely to be heavy industrial units by allowing the parcel of developable land to be created to the west of the Money Brook. (see points A-B on the attached plan)

    Diversion of FP 81 Shrewsbury: divert the route running south easterly from Otley road to the existing bridge link beyond the site’s southern boundary across the A5 onto a line such that it runs in an easterly direction from the Otley Road then turning southerly and easterly to pass around the edge of a landscaped attenuation basin and then connecting with Footpath 82 which runs south from this point to the bridge over the A5 (see points C to D and points E to F on the attached plan). The diversion will allow proposed new roads and footpaths to be developed in this area while the diverted route will provide a pleasant dedicated footpath around the proposed landscape attenuation pool.

    Extinguishment of FP 73 Shrewsbury: extinguish the path which runs from the access to Shrewsbury Town Football Club in a general southerly direction across arable farmland to the Hawthorns in order to facilitate the creation of a more meaningful block of developable land that is expected to be used for commercial purposes. (see points G to H on the attached plan)
