7GREENFIELDS RECREATION GROUND
(i) To consider the report of the four Group Leaders in relation to the resolution passed at the 8 June 2022 Full Council meeting; namely:
That Shrewsbury Town Council resolves to:
Accept the findings of the Redfern Report and in doing so unreservedly apologises to the residents of Greenfields, members of the GCG and the wider Shrewsbury community for our failure to properly identify the legal status of the land referred to as “the Site” and for our failures to adequately communicate and consult with them.
In doing so we instruct the four group leaders to make recommendations to our next meeting on June 27th on:
1. means by which the Site can be returned to public ownership and made available as a public amenity,
2. the establishment of a process for mediation as referred at paras (e) and (f) of the Report,
3. an appropriate process for dealing with inadequacies in our policy and procedures recognised within the report and
4. establishing an internal process, supported by expert advice, to identify those issues not dealt with in the Report as noted in the Post-script (Page 103).
(ii) Suspension of Standing Orders
To resolve to suspend Standing Orders to allow any public comments.
(iii) Public Questions/Comments
To receive any public questions/comments in relation to 7(i).
(iv) Reconvening of Standing Orders
To resolve to reconvene Standing Orders to allow the meeting to proceed.

James Jesic, Managing Director Severn Trent Water will attend the meeting to discuss sewage issues affecting the River Severn in Shrewsbury.
Tim Pritchard, Shrewsbury Programme Manager Shropshire Council will present an overview of proposed works in the Riverside Area of Shrewsbury.

(i) In accordance with the Accounts & Audit Regulations 2011, Members are required to approve the following documents in relation to the 2020/21 End of Year Accounts in readiness for submission to the External Auditor:

The Liberal Democrat Group have requested the following amendments:
• That Councillor Vasmer replaces Councillor Davies on the Finance & General Purposes Committee

23ANNUAL TOWN MEETING
(i) To receive and accept the Minutes of the Annual Town Meeting held on 25 April 2022.
(ii) To consider any actions the Town Council needs to undertake in light of discussions and resolutions at the Annual Town Meeting
To receive and adopt the list of Executive Decisions made between 15 March 2022 – 17 June 2022 in accordance with Minute 74/20 of Finance & General Purposes Committee of the 12 April 2021.
It is recommended by the Finance & General Purposes Committee that the delegated authority granted to the Town Clerk on the 12 April 2021 (Min 74/20) be withdrawn and that all Standing Committee Meetings going forward now follow the provisions of the Local Government Act 1972 and revert to physical meetings.
26FREEDOMS OF THE TOWN
(i) HMS Talent – That in light of the recent de-commissioning of HMS Talent from the Royal Navy, Shrewsbury Town Council confers upon the Commanding Officer and all Ranks its debt of thanks for their friendship and citizenship of Shrewsbury since it was granted Freedom Rights on 7th June 2002 and invites the boat’s company to exercise its Freedom of Entry to the town one last time with swords drawn, bayonets fixed, drums beating and bands playing.
(ii) Royal Yeomanry – The Mayor & Councillors of Shrewsbury Town Council hereby confer upon the Royal Yeomanry the Honorary Freedom of the Town of Shrewsbury and all privileges, honours and distinction of marching through the streets of Shrewsbury on ceremonial occasions with bayonets fixed, standards flying and bands playing; in recognition of the long association and cordial relations which have existed between the town and the Regiment and the work of the British Army in helping to defend the interests of the United Kingdom.
