    To be proposed and seconded

     

    “That Councillor JULIAN DEAN be elected Mayor of Shrewsbury Town Council for the period up to the Annual Meeting of Council in May 2022”

     

    The Mayor reads aloud and signs his Declaration of Acceptance of Office as Mayor of Shrewsbury

  • 5ELECTION OF DEPUTY MAYOR FOR 2021/2022

    To be proposed and seconded

     

    “That a Councillor be elected as Deputy Mayor of Shrewsbury Town Council for the period up to the Annual Meeting of Council in May 2022”

     

    The Deputy Mayor reads aloud and signs his Declaration of Acceptance of Office as Deputy Mayor of Shrewsbury.

     

  • 6OUTGOING COUNCILLORS

    To be proposed and seconded:

     

    “That the Mayor and Councillors of Shrewsbury Town Council hereby express their sincere thanks to the following outgoing Councillors who have not only provided service as a Town Councillor or Shropshire Councillor and some since 2009 but also in some cases as long and distinguished service as a Councillor with the former Shrewsbury & Atcham Borough Council.  Such service having been given with commitment, compassion and a desire to enhance the wellbeing of the town of Shrewsbury and its community”

    To be proposed and seconded:

     

    “That the Minutes of the meeting of Council held on 22 March 2021 be approved and signed as a true and accurate record.”

    To receive any communications from the Mayor or Town Clerk

  • 9DATES AND TIMES OF ORDINARY MEETINGS

    To be proposed and seconded:

     

    “That the dates and times of ordinary meetings of the Council, its Committees and Working Groups as presented be confirmed.”

  • 10TERMS OF REFERENCE OF COMMITTEES/WORKING GROUPS

    To be proposed and seconded:

     

    “That the Council retains the following Committees/Working Groups and that the terms of reference of those Committees as presented be adopted namely:

     

    (i) Finance and General Purposes Standing Committee;

    a) Civics Working Group

    b) Youth Working Group

    c) Climate Emergency Advisory Working Group

     

    (ii) Recreation and Leisure Standing Committee;

    a) Shrewsbury in Bloom Working Group

     

    (iii) Planning Standing Committee;

     

    (iv) Personnel Committee;

     

    (v) Grievance Committee;

     

    (vi) Personnel Appeals Committee:

    That members of Committees be appointed in accordance with the nominations submitted by the respective groups, which have been determined having regard to the rules of political balance

     

    (i) Finance and General Purposes Committee (8 members);

    a) Civics Working Group

    b) Youth Working Group

    c) Climate Emergency Working Group

     

    (ii) Recreation and Leisure Committee (8 members)

    a) Shrewsbury in Bloom Working Group

     

    (iii) Planning Committee (8 members);

     

    (iv) Personnel Committee (5 members);

     

    (v) Grievance Committee (5 members).

     

    (vi) Personnel Appeals Committee (3 members)

     

    (vii) External Complaints/FOI/Appeals Committee (3 members);

     

  • 12APPOINTMENT OF COMMITTEE CHAIRMEN AND VICE CHAIRMEN

    To be proposed and seconded the appointment of members to serve as Chairman and Vice-Chairman of the following committees:

     

    (i) Finance and General Purposes Committee;

    a) Civics Working Group

    b) Youth Working Group

    c) Climate Emergency Working Group

     

    (ii) Recreation and Leisure Committee;

    a) Shrewsbury in Bloom Working Group

     

    (iii) Planning Committee;

     

    (iv) Personnel Committee;

    (vi) Personnel Appeals Committee;

     

    (vii) External Complaints/FOI/Appeals Committee

  • 13MEMBERSHIP OF THE COUNCIL TO OUTSIDE BODIES

    To be proposed and seconded that the Council continues to be members of the following organisations:

     

    (i) National Association of British Markets Authorities;

    (ii) Shropshire Association of Local Councils;

    (iii) National Association of Allotment & Leisure Gardens;

    (iv) Association of Historic Towns;

    (v) Association of Town & City Management.

     

  • 14REPRESENTATIVES ON OUTSIDE BODIES

    To be proposed and seconded that the members/representatives be appointed to serve on the various outside bodies in accordance with the nominations by the respective groups.

  • 15BANK ACCOUNT – AUTHORISED SIGNATORIES

    To be proposed and seconded that the Councillors holding the following Offices be signatories on the Council’s Bank Accounts for which two Councillors must sign any order for payment:

     

    (1) Mayor

    (2) Deputy Mayor

    (3) Conservative Representative

    (4) Green Representative

    (5) Labour Representative

    (6) Liberal Democrat Representative

     

  • 16CORPORATE GOVERNANCE

    To be proposed and seconded the following:

     

    (i) Standing Orders (copies previously circulated to all members);

     

    (ii) Financial Regulations (copies previously circulated to all members);

     

    (iii) Councillor Appointment to oversee a monthly review of the financial records in conjunction with the RFO & Town Clerk in accordance with paragraph 2.2 of the Financial Regulations

     

  • 17GENERAL POWER OF COMPETENCE

    To be proposed and seconded:

     

    “That acknowledging the elections for Shrewsbury Town Council and having cognisance of the criteria as defined in the Parish Councils (General Power of Competence) (Prescribed Conditions) Order 2012, Shrewsbury Town Council confirms its continued eligibility to use the General Power of Competence as set out in the Localism Act 2011”

     

  • 18DISPENSATIONS

    To be proposed and seconded:

     

    “That the Town Clerk be granted delegated authority to grant dispensations in accordance with Procedures as submitted”
